The packaging of the import Starscream is the same other than the new sticker added to the front. From what we can see of Starscream while looking at him inside the package, he appears to be the same as the US release.
UPDATE - This version has a decepticon sticker on the nosecone, and the tips of the vertical tail fins are slightly longer and more pointed. We have had reports of this version being alternately more or less weathered; there doesn't seem to be a rule either way on that note.
