Utilizing the Deluxe Class Henkei Hot Rod mold, Dion features handheld projectile launchers which can be alternately stored on his back, and is accompanied by Mini-Con partner, Cop-Tur. Apart from his wistful, innocent admiration of robots with flight capability, Dion initially ignores the looming threat of war on Cybertron, however he is no longer able to dismiss the thought when he encounters a handful of warriors led by Megatron at the storage depot where he (Dion) works. Dion’s fledgling admiration of the flying warriors, and of the superficially charismatic Megatron, vanishes abruptly as Megatron attacks the depot personnel and ransacks the supply of energon. Dion is compelled to join the Elite Guard, with the intention of ending the reign of the brutal Decepticons. Dion’s partner, Cop-Tur, seems buffoonish, bumbling and inept, however beneath this false impression Cop-Tur is characterized as a mechanical genius who is invaluable to the Autobot cause.
