This guy was used as the pilot for the Corsucant Firespeeder, which was a special vessel used to douse fires. The ships were reasonably large and they carried heavy water supplies and industrial nuzzles for spraying. Pretty much this guy is a firefighter and his ship is a massive fire truck with a built-in hydrant.
This ship was seen in the movie as part of the scene, after the recovery of the double-dealing Palpatine, when Anakin piloted the battered flaming remnant of Grievous’ abandoned vessel onto the surface of Corsucant.
Just as the ship played an extremely minor role, so, then, did the pilot, who got dressed up in his jumpsuit, helmet, goggles and respirator pretty much for nothing. Just pretend you saw the guy in the movie, so as not to hurt his feelings.
