This will also happen if you’re snared and assimilated by the Borg. It’s not pretty, is it? During this process you are reconfigured into a pasty-faced zombie cyborg unit shackled to the greater hive mentality. In the case of Picard, however, Locutus was apparently allowed a slightly greater range of deliberation and was more intended to serve as a kind of emissary, sort of like the Mouth of Sauron. Ostensibly the very fact of Picard’s identity must inevitably serve to further demoralize the intended prey of the imminent Borg invasion.
Luckily, Picard’s crew managed to reacquire him and they even managed to dissimilate him too, and the conduits set in place by the Borg allowed Picard to order them into ‘stand-by’ mode, those staunching the invasion before it really had the chance to get underway. Later, in that First Contact movie, they showed the Borg Queen and she confessed her intentions to have eventually promoted Locutus to an equal entity, a hive general or something to that effect.
