This is Lex Luthor in his stylish Legion of Doom look. This is the look of a villain perpetually constipated and consternated, ravenous for domination and always left unsatisfied like an insect with a high appetite but poor foraging skills, lacking the core of cold villain-honor and clarity of true self-justification found in, for example, Doctor Doom. Unlike the lawful evil Doom, Luthor wants everything but isn’t willing to suffer for it. He remains unwilling to take that last step into the fire, and this remands him frustratingly to his eternal non-lyrical second-shelf status.
According to a later-revealed, extremely-fitting origin, Luthor originally began as a Superboy contemporary who turned evil and developed abiding hatred for Superboy after Superboy inadvertently blew chemicals in his direction and made him a bald guy. Driven to the brink by his baldness and obliged to use the full measure of his mad scientist intellect to rule both the world and the universe, Luthor engaged in a long series of complicated campaigns.
He never quite reached the high watermark he sought; the closest he would ever come would be his presidency, although at one point, Luthor did have access to another planet where everyone thought that he was the cat’s meow. Developing his purple and green space armor, he kept lashing out at Superman until he managed to destroy even the one place where everyone liked him.
