These guys stage an ongoing monopoly with their Trade Federation Army, which creates a large part of the problem for the three prequel movies.
The Neimoidians all hail from a greedy hive mentality, which seems to encroach heavily upon their business interests. Green, phyla-insectoid, flat-faced and round-eyed, most of these critters distinguish status by means of expansive robes or other elaborate foppery.
Stereotypically, the Neimoidians are indigenous to ponderous consoles and control panels, the position from which they want to win their particular war. In this sense, dignitaries and technicians can sometimes look alike, just like this guy, with his conical headdress and dangling vestments. Who is this guy? Who knows? He’s part of a hive, hiding behind control bridges and an ultimately inferior army of spindly battle droids. He comes equipped with a small dais-mounted control console.
